I am working on two jobs at two different addresses, but under the same contract, GC, and property owner. Will one NTO suffice, or should I send two? A separate NOC was filed for each address.

Generally speaking, you need to send one notice to owner per property. The NTO should include the property owner and the GC on it. You can send both NTOs in one envelope.
