Do I need to Prelim a nonprofit public benefit corporation (in Ca-we are the subcontractor)

It's not clear if this is a private or public work. For a private work you need to give the preliminary notice. Assuming the general has a direct contract with the public entity then you do not have to give the preliminary notice. But it wouldn't hurt you to do it.
