North Carolina only requires a "lien agent" to be designated on projects for which the original building permit is $30,000 or more. Also, lien agents are not required for projects with respect to an owner-occupied single-family residence. When a lien agent is identified, all project participants (including parties who contracted directly with the property owner) must provide a notice to lien agent in order to retain lien rights. These are generally filed through the North Carolina electronic notice portal liensnc. For all projects on which a lien agent is not required and identified, a party contracting with the property owner is not required to send a preliminary notice in order to retain lien rights.
