First, I'll admit I'm no expert on the Massachusetts licensing laws and whether the'd apply to a federal construction project in the state. But, it's always a good idea to be licensed in the location where work is being performed. Though, for contractors performing federal projects all across the country - that isn't always practical. If the project is on federally owned land and is being undertaken by a federal agency, then state and local licensing would likely not be required considering the local involvement would be minimal. Though, if permitting is required, licensure may be necessary to pull the required permits. For more clarity, it'd be a good idea to check with your customer, the public agency in charge of the project, or even a local Massachusetts construction attorney.
