Generally, it appears that a contractor obtaining a Tennessee BC-A/R license may need to provide both a financial statement and a contractor's license bond in order to be properly licensed. Though, I'll be the first to admit I'm not necessarily an expert on requirements for obtaining a Tennessee contractor's license. However, the Tennessee Department of Commerce and Insurance has a great website that helps navigate associated requirements: Forms and Downloads Board for Licensing Contractors. From that site, it appears that the following documentation will be needed to obtain a BC-A/R Residential Restricted License: "...a reviewed financial statement prepared by a CPA; proof of insurance; list of experience; and a reference from a past client, employer or codes official." If that resource isn't helpful, reaching out to the Department might help clear things up. Or, consulting a local Tennessee construction attorney might be helpful - they should be able to provide a little more insight into the state and local licensing requirements and the documents necessary for obtaining one.
