Do I file a Mechanic's lien against the General Contractor or the owner?

My GC on a commercial property for the City of Memphis refuses to pay for damage that his subs did to my work, I am a specialty lighting fabricator. I sent him the bill and he refuses to pay. He admits to the damage but says that my price is arbitrary.
