In private lien filing, the deadlines are based off when the work was completed. A lien on the retention amount of the project that was withheld throughout the billings is based off what? When the retention pay application was submitted to the GC or owner?

Under § 53.053 of the Texas Property Code, a claim for retainage accrues on the earliest of the last day of the month in which all work called for by the contract between the owner and the original contractor has been completed, finally settled, terminated, or abandoned.
The short answer to your question is that the clock starts on the last day of the month work was performed.
