Cost Plus contract issue

I'm under a Cost-Plus contract with a General Contractor for a construction project. The contractor gave me allowances for each phase of the project. I have stayed within allowances for materials, however, the contractor keeps going over allowances on labor costs. We are on to another phase of the project and I requested a quote for the job so that I can confirm that it will meet the allowance for this phase. If it doesn't I would like to find an alternative subcontractor to bid the job so that we may fall in line with the allowance. The issue that I'm having is that the General Contractor does not want to provide me with a quote for the job. I take issue with this because if a sub does work and charges more than our allowance then I cannot correct this mistake, however, if I were to know their charges I can bid the job out to keep us on target. What are my rights in this situation? I understood that a cost-plus contract is designed to be transparent, however, if I'm not getting quotes until after the jobs are completed there is high potential that the costs will go over budget.
