Threatening to pursue legal action against a contractor who fails to uphold their warranty could help to force them back onto the job. So, sending a demand letter could go a long way on that front. Of course, if the contractor is no longer operating their business, it may be hard to force them to come out and perform unlicensed work. Instead, demanding that they send out a licensed contractor to come out and perform the necessary work may make sense. As for making a claim against a contractor's license bond - a bond claim will only be possible if their bond is still effective. And, I'm not sure how long a license bond will remain effective after a contractor has elected not to renew their license. Though, reaching out directly to the CSLB might help clear that up. This resource on CA license bonds and bond claims from Garret Murai might be helpful, too: Shaken? Stirred? A Primer on License Bond Claims in California. I don't personally have experience with warranty work or enforcing a warranty in California, so contacting a California construction attorney to ask about next steps might help to obtain more insight on the process.
