Contractor Threats - Incomplete Work

I am a homewoner who contracted with a Stucco company for stucco remediation. What should have been a 1-2 week project has been going on for over 4 months. They say they'll show up, but don't - and no one calls with an update. I've approved payment for 2/3 of the agreed upon price, but there has been damage to my home over the 4 months due to the project delays that they still have to come back and fix - and I worry that they won't come back to finish up, so I've communicated that the remaining amount will be approved once all work is done (appropriately) and we've completed the final project walkthrough. They keep threatening a mechanics lien. If I'm the homeowner and still have outstanding work to finish up, does the contractor have a right to file? Do they have to first send me a NOI?
