Generally, the most cost-effective thing for you to do is going to be to file a complaint against the contractor's license with the CSLB. You additionally can send a demand letter from an attorney, go after the contractor's license bond (but it is a max of $15,000), and potentially could file a lawsuit. But as the CSLB will investigate for free and should apply pressure for the contractor to cooperate, this is usually the best initial approach. Depending on what happens during the CSLB investigation you can evaluate any additional steps needed. It may be worthwhile to have any attorney evaluate your claim and frame the issues in your complaint to the CSLB.
