The amount of the project does not matter. You may record a notice of completion for any project on or before 15 days after completion of the work of improvment.

For public works, completion is either acceptance of the work of improvment by the public entity or a cessation of labor for a continuous period of 60 days.

The purpose of submitting a notice of completion is to shorten the deadlines for anyone who worked on, or supplied materials to, the project to give stop payment notice or make a payment bond claim. The notice adds certainty to the completion date which can make it easier to resolve payment disputes later.

But if the project amount is very low, it likely does not make sense to record a notice of completion because the time and cost to do so will exceed any payment dispute exposure and the likelyhood of a payment dispute will be minimal.
