Certifiacte of Occupancy Needed?

We do restoration work and a customer is asking for a CofO and we have never had that question come up. I believe its a way to hold up payment and I would like to know if us as the GC was required to file for one? Only drywall, paint, flooring, and finishes were required for the repairs of flood work. Can you please help me with this?

A certificate of occupancy is issued by a building department, not a contractor, and is issued when a building permit is pulled. Based on the description of the work you performed it doesn’t sound like it required a permit (although you may want to check with local building permit to verify) and thus no certificate of occupancy would be issued.
