Hello, can you please explain what a Texas Conditional Waiver and Release on Progress Payment form is? And why it is used?

An owner and an original contractor (often called a general contractor) want some assurance that previous payments have been applied properly, and that the current payment will be used to pay for labor and materials on the project. The term "Conditional" is used to signify that the payment has not yet been received.

When payment is made, then an Unconditional Waiver may be in order.
