A painter Messed up my wall and did not do use the type of band that we agreed on and caused a lot of damage on my hardwood and carpet by not covering the floor and my cabinets

Generally, the Illinois mechanics lien statute doesn't require that claimants be licensed in order to file a valid and enforceable mechanics lien claim. And, note that a claimant is still entitled to file their lien even if there's dispute as to the workmanship of the project, and even if there's a dispute as to what they're owed. With all of that being said, an owner will certainly have the opportunity to contest a lien claim that's filed against their property. And, it's common for defective work to reduce or eliminate the viability of filed mechanics lien claims.
