Can the contractor place a lien on my property?

I had some electrical work done on my home. One of the line items states that he will bring all outlets up to code. Not one outlet is up to code as the NEC requires that all outlets be arc fault protected and all receptacles under 4-1/2 feet be tamper resistant. I do not have any of this. He spent 8 hours on my property, spent under $200 in material and wants to charge me $4,800. What is my defense? I paid him $1,375 and wrote on the check paid in full. I will still need to get a qualified electrician to remove what he installed and install code compliant devices.
