Can the contractor file a mechanics lien if we never received any Oregon CCB documentation prior to work being done?

Hello! We had electrical work done on our house but recently found out from the city inspector that it didn’t pass inspection for several reasons and additionally, were informed the same day by a different licensed electrician that the work was extremely substandard and not well done, nor did the work meet the goal of what we wanted (moving from a 100amp panel + 60am subpanel to a 200 amp panel). We have disputed the charge with our credit card company and now the contractor is threatening to put a mechanics lien on the house along with taking us to small claims court as he believes the work was finished. With regards to the mechanics lien, we never received any Oregon CCB documents prior to the work being done, so we’re wondering if that lien would even be legitimate on their end?
