Can the constructor file a lien against the property if the final inspection is not passed yet?

Florida has a strict mechanics lien deadline. However, under Florida's mechanics lien statute, Florida contractors aren't required to wait until after a project has been completed in order to file a mechanics lien. So, a Florida contractor may have a valid and enforceable mechanics lien even in a situation where the project is not yet finished or where final inspection has not passed.
