can someone with a small commercial BC-b(sm) license in Tennessee perform residential construction, and does their list

I have a contractor listed to build a single family dwlling and the valuation of the project will exceed the listed monetary limit. I've never had someone with this license apply to build a home for someone.

A contractor shouldn't be biding on jobs that exceed the monetary limit for their license. And, it's never a good idea to hire an unlicensed contractor if the work requires a license. I sounds like you may be referring to this designation: Res/SmCom (BC-A,b(sm). If that's the case, then the license should be good for residential or commercial projects under $750,000 - at least according to this page from the Tennessee Department of Commerce & Insurance. Admittedly, though - I don't have personal experience with Tennessee's licensing rules. So, asking the contractor to explain their license classification and having them verify they're allowed to perform the work could be a good first step. And, verifying that information with Tennessee's Verify a License tool could help, too.
