Can retainage be used to compensate a private property owner for damages.

If a contractor causes some damage to nearby private property during the course of their work, and the damage is their responsibility to fix, can a public entity use the funds from retainage to compensate the private property owner for the damage? This is in regards to paint overspray from a municipal painting project landing on a nearby vehicle.
