Started work March 5th 2021 and finished may 10 2021
She avoided any permits through the city on moving walls etc
She’s is avoiding me

Yes, you have a contract even though not in writing. And, one may argue your texts are the written agreement. At a minimum, the texts evidence your oral agreement.
