We are subcontractors that typically enter into contracts with GC's to perform work. However, not all of our jobs have contracts with GC's. Can I still send out prelim notices for the jobs that do not have contracts?

If you are performing work for pay you always have a contract with someone. If the contract is directly with the owner, then preliminary notice is not required unless a lender is involved in which case preliminary notice should be sent to the lender. If the contract is with a lower tier contractor (not the GC) then you still must send preliminary notice and the notice should be sent to the owner, GC, and lender (if any).
