I have a monthly notice due in 24 days. I wanted to know if I can send it early.

This is a good question, and as a general rule, sending a required document early will usually be better than cutting it close with a deadline. Considering the Texas requirements are so burdensome and specific, sending notice early is a great preventative measure - if notice is sent early and there are flaws, any issues can be corrected before the deadline.
