can I put a lien on a person property for money that is owed to me

my ex husband has passed away, and my divorce decree has a stipulation that he is suppose to have a life insurance policy for me in the amount of $60,000.00

You cannot do so directly. Proper lien claimants need to have an agreement with the owner of the property (or be a subcontractor/supplier to the contractor who has an agreement with the property owner). In order to attach any debt to property owned by the estate of your ex-husband, you would first need to obtain a judgment. I would recommend that you consult a family law attroney who is also familiar with trusts and estates. If your ex-husband has passed recently, you should get on this promptly so that his estate recieved proper notice of yor interest. Good luck.
