Can I proceed with a 20 day preliminary notice with a signed estimate or do I need to have a signed contract?

I'm a contractor that always has my clients sign contracts for large jobs. I have a few small to midsize jobs and I'd like to proceed with signed and approved estimates instead of typing up these scary contracts for smaller jobs.

Morning, this could be a grey area, however, notices typically are used once material and/or labor has physically started or been delivered to the property.

Here are the requirements to send a 20 Day Prelim Notice 

Normally I would tell people to wait in this situation. Estimates don't always necessarily mean that you will be working on the job.
