A water mitigation company that does work NOT requiring contractor license, sent CA Preliminary Notice stating they provided materials n labor for "building, structure or other work of improvement" in the amount of $40000. All they did was suck up water n leave drying machines. Can I hold them to it n claim they didn't use Home Improvement Contract? They are sticking me with inflated invoice and threatening to lien. I've read about water mitigation scams and inflated invoices and looking for options.
