Most construction work isn't allowed to continue under Washington's stay home order. Governor Inslee clarified this with his Construction Guidance Memorandum. Still, residential repair work that's done "To prevent spoilation and avoid damage or unsafe conditions..." can continue. But even then, those working must abide by proper social distancing standards. So, if the deck boards truly create unsafe conditions, then it's possible that a contractor would be allowed to repair them.
With that being said, it's probably a good idea to take a step back to decide whether that work is absolutely necessary. Many contractors are hurting, so it's possible there'd be an eager market to perform services. But, at the end of the day, it is a global pandemic and there are government-issued stay home orders in play - plus Seattle seems to be in the eye of the storm.
