Can I fire a contractor?

I thought I hired a licensed contractor but found out after they started that their license had been suspended. I thought I had done my due diligence by looking them up on the ROC. When I checked they had their license. Unfortunately, their license was suspended a few days before they sent me an estimate. I electronically signed the estimate they sent and paid them a down payment of $500. The remaining $3000 was to be paid after they completed their work. I have no faith that the work was done correctly if at all and I will need to get a licensed plumber out to check. Can I fire them and withhold payment since they misrepresented themselves by listing their ROC number plus they sent someone who self-declared that they are not a plumber to fix my pipe? Do I even have an actual contract if no company agent signed?

Whether you can fire them depends on the terms of your contract (which does not have to be written, verbal contracts are enforceable) and whether they have breached the contract. The fact that you have no faith the work was done correctly is not a breach of the contract. It sounds like at one point the license was suspended, but it no longer is. Assuming they were dishonest with you about whether they were licensed, it does not appear you have been damaged by the alleged dishonesty. Your best bet is, if you believe you need a second opinion on the work, to have another contractor check it out. If there is a problem with the work that was done, go from there. If the work was done correctly, do not waste your time and money picking a fight over licensing.
