can i file a mechanics lien on a project for the state/federal?

based on what our scout found one of the jobs we just delivered equipment to is actually a state/county type. does the prelim still protect our company in case the GC doesn't pay? this GC has been hard to collect from in the past. please see what the scout found below. they refuse to provide a surety bond. Yes, your should file a Preliminary Notice on a State or County project. If the total value of the project is more than $25,000, having a payment bond is mandatory. I would call the public entity on the project and ask about the bonding for the project.

If this is a public works project and the value of the project is more than $25,000, a payment bond is mandatory. A General Contractor cannot refuse to post a bond. Contact the public owner representative to get information about the payment bond.
