Can I file a Mechanics Lien & Collect from an AZ LLC that operates a Campground as a Lessee located on AZ State Lands?

How do I put a Mechanics Lien (PreLim was filed) on a Customer who won't pay the balance owed for work performed to completion, if that Customer is an LLC who operates their business on Arizona State Lands Dept under a long term Leasehold, and who does not own the land that he operates upon? (Note: The actual work area was rebuilding a portion of a small boat marina, that is accessed from shore (State of Arizona Leased Land), out into their assigned Navigation area located on the adjacent Federal Waterway, wherein the lake bottom is owned by the U.S. Government. (Our S-Corp is an AZ ROC Licensed A-General Engineering Contractors (KA Dual), specializing in marine construction.

You can lien the property as you would any normal property, but the lien will only attach to the leasehold interest of the lessee, but not on the land itself. So your lien will probably not be worth much. You still also have a claim for breach of contract against the non-paying customer.
