We are owed money on a municipal project in connecticut, we were last there 6 months ago, we did work specifically on Cairns Dam for the city of waterbury, the GC who hired us has been unresponsive on payments for this project. Can we pursue this?

You will need to pursue your claim directly against the GC as it appears that you did not meet the 90-day deadline for serving a Notice of Intent on the property owner and the GC after ceasing work and filing a mechanic's lien within 90 days of last furnishing labor or materials. Your claim against the GC would be for a breach of contract.
