Can I file a lien on the projects I estimated / managed since I have not been paid

Illinois

I worked for a union painting company as an estimator / project manager, and was paid on a 1099. Am I considered a sub-contractor?

You could be considered a laborer and have lien rights depending upon your last date of work

If you are paid as an independent contractor, you are arguably a sub. One can also file a lien for unpaid wages.
