Can I file a Lien on Marcus? Marcus was given funds intended towards a project on January 5th, 2022. Unfortunately, he failed to complete, and never began construction towards the plan. Marcus has since refused to return any funds of the given budget. After a few months of staying his property, he became more aggressive and in June he wrongfully evicted me leaving me a day without water or electricity to leave the premises. I attempted to have a conversation with Marcus after he was attempting to lower my fifth wheel while I was inside and had to call 911 for a civil stand by. Marcus got his truck and bike loaded and I did not see where he went to, but his vehicles were still present. The police attempted to get him to answer his doors but he didn't come out until the police left and he got in his truck and left, leaving us without power or water.

No, you cannot. A lien is an action related to the the claimant's improvement of real property. Nothing you state indicates that you improved real property. 

You are free to sue this person.
