I have a construction job that is hung up on a mis-measured window. The customer wants to refinance. Can we close the NOC and get a new one before before the window is installed?

Yes - the refinancing lender is going to require that you terminate the NOC so that its mortgage will have first priority over any construction liens. After the mortgage is recorded, you can then record a new NOC. As long as you are proceeding in good faith under the permit with the intent to complete the job, there is no need to change the permit's status due to a financing issue.
