Can I bring a home owner to small claims court for non payment from the contractor who hired me to do work in the home.

Contractor has ghosted me he doesn't answer text or phone calls. He hired me to do work in a home. I completed the job but have not received payment. Can I take the home owner to small claims court or put a mechanic lien on the property when I know the contractor has gotten paid and hasn't not paid me.
