If a contractor has not worked in your house in a year, is there any validity for him to place mechanics lien?

Depending on the project, the deadline to file a New York mechanics lien will either be 4 months after completion or last furnishing (for single-family residences) or 8 months after completion or last furnishing (all other projects). In either case, if the lien was filed over a year after work stopped, then that lien would likely be invalid and unenforceable due to the missed lien deadline. As for workmanship - it's extremely common for workmanship and payment disputes to go hand in hand. Generally, a lien claimant can still pursue a lien even if there's a dispute over the quality of the work. Though, if the owner can show that the workmanship was extremely poor and that payment wasn't owed as a result, it's possible an owner could get the lien tossed aside.
