Can an AZ contractor with a B- Residential Contractor license excavate a residential swimming pool?

Swimming pool excavating sub said it's a hard dig; the homeowner confirmed it is not a hard dig, which I believe is fraud because the swimming pool contractor wants over $5,000 more to excavate? Swimming pool contractor is not budging and won't proceed without being paid for hard dig.

The contractor must have a B-5 or B-6 license.

Even though the ROC says the only classifications that can't be performed are A, B-2 and B-3? It didn't include B-5 or B-6, which leads me to believe those are covered. Specifically, I'd look at at this as excavation only, which the pool contractor said he'd credit the excavation back for the homeowner to hire their own excavator.
