Can a workman file a lien if there was no contract for services signed?

A property management company that managed my apartment building hired a licensed contractor to work on the pool deck, no contract for the work was signed . The workmanship was horrible and had to be completely redone, so I didn’t pay him. He is threatening to file a lien on the property.

The fact that the contract is oral instead of written does not mean a contractor cannot lien the property.  However, you should check whether he sent the property management company and property owner a preliminary 20-day notice.  If one was not sent, or if it was sent late, the contractor may not have any lien rights.
