Can a road association place on lien on property owners not paying their road fees?

We live on a private gravel road with 10 households. Our road association owns the right of way. We meet yearly to discuss road maintenance and fees. We have two owners (a pot farm and a speculative real estate investor) who refuse to pay their portion of the road fees. The majority of our expenses are buying gravel and the $20/hour one owner charges to grade the road with their tractor. Neither he or the association is a licensed contractor. What collection options do we have?

The answer to this question will largely depend on your road maintenance and/or easement agreement. However, since the property owner who performs the work is not a licensed contractor it could preclude payment if his labor is more than $500.00.
