No, a Colorado Notice of Intent to Lien should likely not be sent via email only. CRS § 38-22-109(3) states that the "notice of intent shall be served by personal service or by registered or certified mail, return receipt requested, addressed to the last known address of such persons..."

Granted, sending a Notice of Intent via email in addition to ordinary snail mail could help to get the owner's attention and speed up the payment discussion.
