Can a state required inspection for mold remediation, be used as cause for a mechanics lien? The state requires this information and building cannot happen without the report.

Inspections generally won't give rise to mechanics lien rights. Mechanics liens are available to those whose work permanently improves the project property. So, if the work doesn't provide any physical improvement to the property, itself - it generally won't be lienable.
Still, other recovery options may be useful for getting paid. Namely, using a payment demand letter to pursue legal claims for the nonpayment - like a breach of contract claim - could be useful.
