Can a lien be filed on a property if there is no contract

Ohio

I had a contractor (he said he was licensed) and he verbally kind of said he would do my bathroom tile, floor, vanity and sink and install fixtures under what an exisiting estimate was. In 7 days. On day 4 he was starting tile, Day 7 tile was on walls and not on border and behind toilet/vanity and they weren't in. I notified him of floor done (had someone else do it) and he didn't reply. I took what he said he would do for and I deducted (per a contractor friend in field) and deducted when he brought his kid to my home 3 times, no showed 1, left early 3 days. I did deduct that and it is a lower amount and he may piss and moan. Curious.
