Can a handyman that is neither licensed as a specialty contractor, nor even has a business license able to file a lien?

an unlicensed handyman that doesn’t even have a business license was hired to paint a home, and walked off the job before finishing. He is now demanding payment for the job or he is threatening to file a lien against the property. He is not licensed for business nor is he licensed specialty contractor. Can he still file a lien on an unfinished job? There was no written contract, just an email stating that he would get $1000 down payment with the remainder paid once completed.

No there was a peace of paper signed I did my job and now that 89% done he tells me no I can't finish can I lean on him

Only licensed contractors can file mechanics' liens. A lien filed by an unlicensed contractor is frivolous.
