Can a general contractor legally ignore request for a detailed invoice?

Illinois

The general contractor, who is new at his business, has submitted invoices that are not detailed. We have requested by certified letter and e-mails for clarification of work areas listed on the invoice and also questioning his up charges ranging from 15-80% as discovered when contacting the sub contracting companies involved on the job. Note: this contractor is a friend and asked for no formal contract. He basically gave us a paper with a large paragraph describing the work and an estimated cost. He did note a 15% up charge on materials.

I have already answered this question in a different format. See that response. This is clearly the same situation you are describing.
