Can a GC list subs on lien waiver and this shifts liabilty from owner to GC for items listed in lien waiver -Residential

My bank stated the GC can list subs - labor and MTerial on his lien waiver to me/owner and this shifts liabily for subs fro me/owner to GC if subs want to file a lien. Is this true for Illinois -residential
