Can a contractor file a notice of commencement if he is managing the construction project for the owner that hired another contractor to do the construction?

An excerpt of the statute is below:
713.13 Notice of commencement.—
(1)(a) ... [An] owner or the owner’s authorized agent before actually commencing to improve any real property, ... shall record a notice of commencement in the clerk’s office ....
So, you can see that it is the owner who must record the notice of commencement.
