Can a Contractor charge for a project manager's hours when not based on site

I have a T&M contract with a Contractor and he is trying to claim hours of the project manager who is not based on site. I have an inspector who verifies all site hours but cannot verify the PM time

You should review the terms of your contract. If the contract terms permit the contractor to charge for the time of the project manager regardless of location, then yes. However, if the contract requires charges only for T&M on site/delivered to the site, then perhaps not. You should have an experienced construction attorney review your contract.
