Interesting question. I have never heard this phrase used in connection with construction in the US, but it appears to be a term used in the UK. Based on my understanding, my answer would be "no", since the general contract normally provides drawings and specifications for the items needed. Of course, its up to the GC and Subs to take off the plans and specs to come up with specific itemization and costs.
