Can a company file a lien if the job was not done AND subcontractors agree the job was not done yet?

I hired Leaf Filter to install new gutters and their product. Contract with clear specifications written. Payment is/was due on completion. Leaf Filter subcontracted out their work. There was an issue with a smaller part of the job and the subcontractor and I decided to hold off on finishing, which was approved by Leaf Filter via phone. The office stated they would figure out the solution the next day. Next day came and left. Leaf Filter never called me nor did they communicate with the subcontractor (I know because the subcontractor gave me his contact info) However, Leaf Filter did attempt to run my credit card for the entire job that day. The card was frozen for safety reasons and I got an alert. The second day after, Leaf Filter called and complained about the card declining. I stated that the job was not completed. The next thing I know, Leaf Filter is threatening to put a lien on my home for non-payment. They know the job is not finished, but told me that I either pay or they'll filing the lien. I recorded the phone conversation. They even told me that they would put the gutters on if I released the freeze, but would not agree to complete the work first. The Subcontractor is pissed at Leaf Filter and said they are just bullying me. They state the job wasn't finished so they can't file the lien. Can this large company do this? Even knowing they have not completed the job?
