I was a laborer (tradesman/mechanic) on a job hired on through a sub and have not been paid out completely - do I have rights to file a mechanic's Lien?

Yes you do. A laborer working on a job does have lien rights on property he worked on. No preliminary notice is needed. You can also file a claim with the Dept. of Labor division of wage enforcement. They are very good at getting employers to pay wages to their workers. I would check online to see how they're handling claims during the shelter in place time.
